The relevant grant and scheme for you is ECO4 – the fourth iteration of the Energy Company Obligation scheme.
The ECO Scheme has always aimed to support the most vulnerable households by protecting them against rising energy bills with an eco home improvement that can improve their energy performance whilst reducing carbon emissions – both ECO3 and ECO4 share this aim. Because of this focus on supporting low-income households in poor-performing homes in terms of energy efficiency, there is less of a focus on the benefits someone receives.
Under ECO3, Attendance Allowance was considered a qualifying benefit, but under ECO4 it isn’t. So, how do you qualify for ECO4?
A free boiler grant is the perfect excuse to look at having a new boiler installed. Considering these grants and schemes can potentially provide you with a boiler that’s completely free (if not, then they’ll be considerably cheaper).

So many people are tripped up by the fact that Attendance Allowance is no longer a qualifying benefit under ECO4. ECO3, which came to an end in March 2022, actually did include Attendance Allowance as a qualifying benefit for free boiler grant funding – but with ECO4 the focus shifted away from the benefits someone receives, and more towards their annual household income and the energy efficiency of their home to ensure the people and houses that needed the most support were getting it quicker.

Although you can no longer get a free boiler on Attendance Allowance, you can still receive a free boiler if you meet other eligibility criteria.
If you live in a house (as a homeowner or private tenant) with an EPC rating of D, E, F, or G, and have a household income below £31,000 AND meet one of the criteria below, then you’ll qualify for support under ECO4:
As you can see, Attendance Allowance is no longer a qualifying benefit. But other benefits which weren’t part of ECO3 are now. If you receive Attendance Allowance then you’ll likely receive another qualifying benefit above in conjunction, like Universal Credit or Housing Benefit, for example.

Even if you don’t qualify for support under ECO4, you might still qualify under LA Flex, which gives Local Authorities and Councils greater flexibility when it comes to the eligibility criteria of the ECO4 grants. This allows them to target the households in their area that need the most support.
If you only receive Attendance Allowance and nothing else, then LA Flex may be able to help. Whilst receiving Attendance Allowance is still not a qualifying benefit you may qualify under LA Flex in another way.
