What Is LA Flex For Disabled People?

Even if you don’t qualify for boiler installation support under ECO4, the Local Authority Flexible Eligibility Scheme (LA Flex) could change that. LA Flex offers similar support to ECO4, so a modern boiler replacement is certainly possible here, but again, it may be partially or fully funded, depending on what you’re entitled to.

The main difference between LA Flex and ECO4 is the flexibility involved. Under LA Flex, local authorities and councils are able to stretch the eligibility criteria of ECO4 to cover more households that need support. And whilst eligibility is more flexible, it’s still the aim of LA Flex to support the most vulnerable households. And that could include you…

LA Flex Eligibility Criteria For Disabled People

So long as you:

  • Live in a home with an energy efficiency rating of E-G
  • Have an annual household income of less than £31,000
  • Are a homeowner or private tenant

And meet two of the following criteria, then you’ll likely qualify for free boiler replacement for disabled individuals:

  • Have health problems that may be worsened by living in an energy inefficient home, such as cardiovascular problems, mobility issues, respiratory issues, or immune-suppressed conditions (may also relate to your disability)
  • House in LSOA 1-3 Area (recognised as an area of deprivation in the UK)
  • Householder receives Council Tax rebates due to low income
  • Householder is considered vulnerable to living in a cold home according to nationally recognised NICE guidance
  • You have been referred to LA Flex by the Local Authority Delivery (LAD) Scheme due to being vulnerable and in a low income household
  • Members of the household are in receipt of free school meals
  • Citizens Advice, your energy supplier, or your mortgage lender has advised you to seek help from government schemes due to sustained debt on mortgage payments or utility bills

No. A PIP-free boiler isn’t possible under ECO4. It was under ECO3, but ECO4 changed focus away from specific benefits towards household income and energy efficiency performance in the home. With that said, if you receive PIP, you might also receive another qualifying benefit such as Universal Credit.
